On November 27, 2007, a proposed class action was filed on behalf of California consumers, consisting mostly of senior citizens, against Homeward Bound Services of North America, Inc., Homeward Bound Services, Inc. and TLC Services of North America, Inc. challenging their policy of selling the long term care insurance in California without holding any state-required insurance license and misrepresenting to consumers the true nature of these long-term care agreements. These companies primarily directed their marketing efforts at the elderly. The case name is Quinn v.
