Is a California Stop or California Roll a legal traffic maneuver?

Intersections can slow people down on their way to their destinations because they need to stop. When people encounter red lights or stop signs, they have to stop their vehicles and check for oncoming traffic. Although that may take just a few seconds, some people resent that delay. 

It is relatively common for motorists approaching an intersection to slow down but not come to a complete stop. This practice is so common that some people refer to rolling stops at intersections as a California Stop or California Roll. 

Is it legal for drivers to slow down but not stop at an intersection where they encounter a red traffic light or stop sign? 

Rolling stops are technically illegal

Regardless of whether a driver notices another vehicle approaching or not, they still have to obey traffic lights and signs. When approaching an intersection, drivers should bring their vehicles to a complete stop to ensure optimal safety. 

Not only does stopping help limit the risk of a crash with another vehicle, but it can help protect pedestrians and cyclists, who are easier for drivers to overlook in traffic. Unfortunately, many drivers may fail to stop consistently at intersections because they view doing so as inconvenient. 

If they cause collisions, drivers who perform rolling stops may be liable for the damage they cause others. Those involved in crashes caused by people who slow down but do not stop should report what happened to the police officer putting together the collision report. 

Violating traffic rules can make a motorist liable for any resulting motor vehicle collision. Motorists who understand traffic rules can hold others accountable for making unsafe choices.
